In a <a HREF=\"http:\/\/www.washingtonpost.com\/wp-dyn\/articles\/A62941-2003Jun15.html\">Wash<br \/>\nington<br \/>\nPost interview<\/a> [also <a href=\"http:\/\/www.cbsnews.com\/stories\/2003\/06\/16\/politics\/main558874.shtml\">CNN<\/a>]<br \/>\nRand Beers is quoted as saying he &#8220;never felt so strongly about something<br \/>\nin my life&#8221; so he has defected to Sen. John Kerry&#8217;s (D-Mass.) campaign.<br \/>\nBeers charged that the Whitehouse &#8220;wasn&#8217;t matching its deeds to its words<br \/>\nin the war on terrorism. They&#8217;re making us less secure, not more secure.&#8221;<br \/>\nHomeland security, he says, suffers from &#8220;policy constipation. Nothing<br \/>\ngets done.&#8221;<\/p>\n<blockquote><p><i>The Immigration and Naturalization Service, he said, needs<br \/>\nfurther reorganization. The Homeland Security Department is<br \/>\nunderfunded.<\/i> (WP)<\/p><\/blockquote>\n<p>Comments? I got nothin&#8217;. I&#8217;m not allowed<br \/>\nto comment on policy because policy is <strong>way<\/strong> above my pay<br \/>\ngrade. But back in January <a HREF=\"http:\/\/www.opendna.com\/blog\/2003_01_26_blog1_archive.html#88043129\"><br \/>\nI wrote this<\/a>:<\/p>\n<blockquote><p><i>Reading the tea leave I conclude that budget cuts in<br \/>\nstaffing are on the way: the port is scaling back outward assignments, the<br \/>\nunion is jokeying with management over increasing the workload, and USCS &#8211;<br \/>\nwhich always gets hit before us &#8211; has had overtime slashed. &#8230;Expect<br \/>\nlonger lines at airports.<\/i><\/p><\/blockquote>\n<p>There was a meeting of<br \/>\nhigher-than-mes recently. The INS-legacy supervisors came out warning that<br \/>\nthe Folks Up-Stairs (who are mostly legacy Customs) have decided to<br \/>\n&#8220;slash&#8221; overtime for our people. We&#8217;re going to see our inspections staff<br \/>\nshrink on every shift and the schedules wiggled to swallow up as much<br \/>\novertime as possible.  My Sups concede that that means longer lines for<br \/>\npassengers (think <i>over<\/i> an hour), but the orders come from Up There.<br \/>\nIf you don&#8217;t like it write your Congress-critter or ask the<br \/>\nimmigration\/passport control officer (still wearing INS patches) for U.S.<br \/>\nCustoms complaint card. Many of us will be keeping a stack of response<br \/>\ncards in our booths (supplies limited). <\/p>\n<\/p>\n<p>What about being systemically underfunded?
