The vicious class warrior has so under funded the Department of<br \/>\nHomeland Security that&#8230; well, rookie border guards will now<br \/>\n<i>really<\/i> be paid less than the security guard at Macy&#8217;s.<\/p>\n<\/p>\n<p>True Stories: Earlier this month all but one computer was disconnected<br \/>\nfrom the printers to save 8.5&#215;11 limited stores of paper. For weeks<br \/>\nobsolete  stamps have been cannibalized for replacement parts.  This week<br \/>\nofficers started hoarding the rubber bands that bundle the masses of paper<br \/>\nwe produce. We. Can&#8217;t. Afford. Rubber. Bands. Officially, the <a HREF=\"http:\/\/www.govexec.com\/dailyfed\/0603\/061803td1.htm\">transition is<br \/>\ngoing great<\/a>. That&#8217;s good. But I hesitate to suggest that the<br \/>\nexecutives might not be getting&#8230; uh&#8230; the most accurate information<br \/>\nfrom the Thick Yellow Line. <\/p>\n<\/p>\n<p>As I&#8217;ve said before: policy is WAY over my pay grade. I have no policy<br \/>\ndiscretion to speak of (which evidently makes me a candidate for<br \/>\noutsourcing) but I&#8217;m directly affected by every ripple of &#8220;personnel<br \/>\nreform&#8221;. I&#8217;ve long been warned that overtime would be cut, and now the<br \/>\nnumbers have been announced: for June through December we will have 1\/4th<br \/>\nthe overtime we had from January through June. So it seems Mr. Bush has,<br \/>\nas was inevitable, <i>finally<\/i> hit me in the pocket book &#8211; my average<br \/>\nincome will drop by 30-60% in the second half of the year. I&#8217;m putting a<br \/>\nhold on non-essential purchases. Even coffee. The economy will not pick up<br \/>\non the back of <strong>my<\/strong> consumer confidence, brother. That camel&#8217;s as broke as<br \/>\nmy single-income-family co-workers. There&#8217;s always food stamps.<\/p>\n<\/p>\n<p>Not to worry though: the shift to <a HREF=\"http:\/\/www.govexec.com\/dailyfed\/0603\/061903p1.htm\">privatizing<br \/>\ngovernment<\/a> goes on! One of our most tedious paper-shuffling jobs is<br \/>\nbeing contracted out to a private company&#8230; which will be paid 70% more<br \/>\nthan the federal officer who used to do the job. That my friends, is why<br \/>\nHalliberton is a very wealthy company. If you know a <a HREF=\"http:\/\/www.govexec.com\/features\/1202\/1202s5.htm\">homeland security<br \/>\ncontractor<\/a> who&#8217;s hiring, let me know (<i>Psst!
