
{"id":124,"date":"2003-12-02T12:00:00","date_gmt":"2003-12-02T12:00:00","guid":{"rendered":"http:\/\/opendna.com\/?p=124"},"modified":"2003-12-02T12:00:00","modified_gmt":"2003-12-02T12:00:00","slug":"dhs-puts-january-after-may-wtf","status":"publish","type":"post","link":"https:\/\/opendna.com\/blog\/2003\/12\/02\/dhs-puts-january-after-may-wtf\/","title":{"rendered":"DHS Puts January After May; WTF?"},"content":{"rendered":"<p>Yet more evidence that things are different when you&#8217;re at the top:<br \/>\nJanuary  comes after May, according the DHS. \n<\/p>\n<\/p>\n<p>\n<a HREF=\"http:\/\/www.govexec.com\/dailyfed\/1203\/120203ti.htm\">GovExec.com<br \/>\nreports<\/a> that the Department of Homeland Security has released a<br \/>\nrequest for proposals to build US VISIT, a next-generation immigration<br \/>\ncomputer system which could be worth $10 billion to high-tech contractors.<br \/>\nUS VISIT is &#8220;a system to collect fingerprints and photographs from<br \/>\nmillions of visitors entering and exiting the United States every year.<br \/>\nSuch biometric identifiers will be used to verify visitors&#8217; identities and<br \/>\ncompare them to lists of <a>HREF=&#8221;http:\/\/www.opendna.com\/blog\/2003_11_09_blog1_archive.html#106845520660383<br \/>\n700&#8221;&gt;suspected<\/a><br \/>\nor <a HREF=\"http:\/\/www.opendna.com\/blog\/2003_02_23_blog1_archive.html#89945798\">known<\/p>\n<p>terrorists<\/p>\n<p><\/a>.&#8221;<\/p>\n<p>\nI personally think Computer Sciences Corporation is the best candidate.<\/p>\n<blockquote><p><i>[DISCLAIMER: J-Mac bought stock in CSC after it bought<br \/>\nDynCorp; he has a Homeland Security Pork<br \/>\nPortfolio.]<\/i><\/p><\/blockquote>\n<p>According to GovExec &#8220;Homeland Security<br \/>\nintends to announce the winning firm by May 2004.&#8221;<\/p>\n<p>\nThis will come as surprise to anyone working for Customs &#38; Border<br \/>\nProtection, which will use the system, as the official management line is<br \/>\nthat US VISIT will be fully operational on 05JAN2004 &#8211; fingerprints and<br \/>\nall. Government Computer News is making <a HREF=\"http:\/\/www.gcn.com\/vol1_no1\/homeland-security\/24175-1.html\">similar<br \/>\nnoise<\/a>: &#8220;Once we tweak any software changes, we will put out a final<br \/>\nversion in December and turn it on in January.<\/p>\n<p>\nThe truth is that US VISIT is supposed to bring Border Cops many of the<br \/>\nthings people imagine are already on our computer screens (I have a hunch<br \/>\nthat&#8217;s why you aren&#8217;t allowed to look at them). But if the contract hasn&#8217;t<br \/>\nalready been awarded then maybe we&#8217;re just talking about a renaming of<br \/>\nIBIS to US VISIT and forgetting about what we called SEVIS, NSEERS, APIS,<br \/>\nADIS, etc.<\/p>\n<p>\nMaybe this is how business is really done with the government. &#8230;er,<br \/>\nwhat? Options:<\/p>\n<ol>\n<li>You do the work for free and they give you an<br \/>\nuncontested contract later &#8211; the final version of US VISIT has reportedly<br \/>\nbeen implemented at one port and a national training program is in effect.\n<\/li>\n<li>experience and size win out. GCN.com says Lockheed Martin, CSC and<br \/>\nBarton &#38; Associates previously won contract on parts of the network that<br \/>\nmake up US VISIT and GovExec.com says that only Lockheed Martin, Accenture<br \/>\nand CSC made the first cut. <\/li>\n<li>Get a contract and<br \/>\nengineer-for-job-security &#8211; if nobody else is crack-addled enough to<br \/>\nunderstand the code you wrote, you&#8217;re a shoe-in for future contracts.<\/li>\n<\/ol>\n<\/p>\n<p>\n<i>[JARGON DECODER: Interagency Border Information System (IBIS); United<br \/>\nStates Visitor and Immigrant Status Indicator Technology (US VISIT);<br \/>\nStudent and Exchange Visitor Information System (SEVIS); National Security<br \/>\nEntry Exit Registration System (NSEERS); Advanced Passenger Information<br \/>\nSystem (APIS); Et Cetera (etc); What The Fuck (WTF)]<\/i><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Yet more evidence that things are different when you&#8217;re at the top: January comes after May, according the DHS.
